This depends on the program you are using to write the HTML. Most IDE's, or Integrated Development Environments, include such keyboard shortcuts. There are also third party programs for most operating systems that allow you to write your own macros and keyboard shortcuts. This approach eliminates the need to depend on your IDE to include the functionality.

Yes. Use < > to contain the tag with a close tag at the end of the heading. H1 is the largest heading and H6 is the smallest.
