Absolutely. The only elbows that are illegal in the UFC are "12-6" elbows, which drop from the sky, to ground.

Yes they are. They were delived to the front of the face at a side angle. What is now outlawed is when you strike your opponent with your elbow from a downward type motion. From the side like Goodridge did to Herrera would still be allowed in the UFC today.
