Are plant lights any different than overhead tube lighting?

The tube lights are cheaper.

Various fluorescent-bulbs emit different light-spectra. Most have a "cooler"/bluish-tint; there are also "soft-white" (more-yellow), "sunlight", and "plant-light" varieties. "Plant-lights" spectra improve some plants photosynthesis, so it depends on your plants.

YES they put out light more in the red and blue spectrum's that all plant's can convert to energy faster resulting in lush thick growth. How ever regular flouro tube's put out way more lumen's per watt as opposed to the same 40watt tube for plant candescent light's,plant bulb's are good for nothing.Hps/MH grow light's are the way to go.

Plant lights can offer different areas of the spectrum like more blue or more red light. It is quite technical to know which are required though. Tube lighting works!
