There isn't a general rule. I've successfully used online rebates, but scams do exist. Some companies intentionally make their rebate process difficult. Read comments about who you are buying from.
Well it depends on the site you are getting the rebate from. If the site is an established company, the rebate is likely real. If the website is a flyby night place, probably a scam.
