Are lower dentures more expensive than upper dentures?

Both sets cost about the same. Lower dentures aren't worn as much because people have a harder time wearing them and they are hard to fit right.

Lower dentures are not necessarily more expensive, you may not see them as often because when a lot of people smile, their bottom teeth generally do not show.

Dentures are usually the same price for the top and the bottom. The reason why bottom dentures are not seen as often is that they are more difficult to keep in place.

Lower dentures are usually around the same price as upper dentures. Upper teeth tend to wear out faster, which is why you see those dentures more often.
