Bill collectors are not considered telemarketers. However, many bill collectors hire people under the guise of listing jobs as telemarketing (sales) as compared to collection (demanding money). However, you could list the position as telemarketing on a resume.

No, because they are not selling you something. Collection agencies are a group of people hired by whomever you owe money. They are often given a portion of the owed money if they successfully complete the task of collection.

No, collection agencies are not considered telemarketers. They aren't trying to sell you anything, just collect a debt. However, collection agencies do have rules they must follow when calling.

Collection agencies are not telemarketers, and different rules apply to them. These rules often vary from state to state. However, if you feel you are being harassed, you may want to talk to a laywer.
