Yes, both signs are humorous idealists who make great friends and can have fun together. Both like new experiences and flouting convention, and neither likes to be tied down. Aquarius is an air sign, though, and he could seem unemotional to fiery Sagittarius, who wears his emotions on his sleeve. Their sex lives would be exciting and prone to experimentation.

The stars say nothing. Astrology has no basis in any sort of reality. Try to get to know the person instead of obsessing about arbitrary nonsensical designations based upon star signs.
