If you are under the age of 65 and you are declared disabled as a result of osteoarthritis, you will be eligible for Medicare Part A 24 months after approval of the disability application.

No particular medical condition qualifies a person for medicare. In order to get medicare, you have to have paid into the system throughout your working career and either reach a certain age (usually 63) or be found entitled to social security disability benefits. Osteoarthritis, if severe enough to keep you from working, might qualify you for social security disability.

Unlikely, Osteoarthritis is a very common medical condition, typically is non fatal except in select few RARE RARE cases, so i don't see why it would disqualify you from medicare. Now if you're at an age where your risk from osteoarthritis is increased, you're probably at an age that might disqualify you either way.
