It is a legend but not necessarily has any scientific prove. However if you do believe it, it does no harm.

It depends on your level of superstition. I do not believe any feather will bring you luck, but if you believe in your mother and believe that what she says is true than sure! Go for it, carry that peacock feather around, if nothing else they are extremely beautiful feathers.
