Why would you clip off the bud of a rose?

I've heard that some people do it to improve their plants, but I don't know how or why.

Some plants develop what is known as bullheading. The bud starts to form but stops. It is usually created with cool temperatures during the spring. Clip at the bud base.

Clipping the bud off, on a plant that has more than one, stimulates the plant to flower more vibrantly. By clipping a bud, the plant directs nutrients into growth.

When there are many buds on a rose bush, the roses are often smaller than they would be if there are only a couple of buds.
