Your television screen may be broken. It may be cracked or you may have gotten some liquid on it. It may just be really old. It depends on how old your tv is. If your tv is more than 10 years old, I would get a new one. If you think it can be fixed, call a tv repair man.

This can occur on TVs that are not plasma or flat screens because the magnatic tube that shoots the picture on the screen is being manipulated by something electronic or magnetic. Remove these items near the screen like speakers. If there is nothing, your tube may be going out.

The tv may be magnetized. What it around any large magnetic equipment lately? If not, and it's a dlp tv, the green bulb circuit may be going bad. Causing it to short in and out.
