No need to replace the tank, you check out and replace the fill valve, guts and other valves inside the tank and then the work of filling will be good.
The main line to the toilet will have a valve on it. Make sure that valve is turned on all the way. Also you may want to check the main line for blockage. Lastly, check your water pressure going to your toilet.
