It's difficult to be a responsible parent who wants to protect her child and still be friendly with that child. Stick to your guns. Your daughter is trying to punish you in retaliation. Better that she is annoyed with you for however long she likes rather to be at risk.
Sit your daughter down and talk to her. Find out the reason why she wants to be around those types of people. Do not judge her or make her feel low. Be as open-minded as you can be and listen to what she has to say because something may have happened to her that's making her behave that way.
