Your cat could have fleas, other parasites, a skin issue that is causing itching etc, OR, you could have neurological issues or indication of a dangerous illness like distemper. If this is minimal and sporadic I would check for parasites- if it is very prevalent, see your vet. This could be symptomatic rather than situational.

It could be the result of nerve stimulation in the cat's spine, or the cat could be affected by Rippling Skin Disease.

Some cats are just very high energy, and will twitch when in stalking or playing mode. Sometimes twitching can also mean the skin is irritated from flea bites or mites.

Cats twitch for various reasons. Twitching with ears laid back will indicate agitation. If the cat's head twitches and it scratches its ears, this could indicate ear mites. Tail twitchings indicate mild irritation but combined with body quivering means your cat is excited and agitated, no doubt!
