Probably because his attempts to get others to lick it for him have proven unsuccessful... Seriously, though, it suggests that he may have some digestive disorder or infection that should be looked at by a vet. Cats do things like this because they are trying to solve the problem the only way they know how.

The cat licks its own butt in order to clean itself naturally. Since there arent any showers in the wild, the cats clean themselves by licking.

Your cat is constantly licking his own butt just because he's kinky like that and he doesn't care who knows it. Quite the contrary, part of the pleasure he derives from this action is the feeling that others are being molested by his obscene gestures. He loves the feeling that he is getting away with something.
