perhaps it is in a poor state of tune and requires servicing or you are not using the correct fuel. so look at the engine's service record and make sure to measure your 2stroke out more carefully!
Outboard motors require the correct amount of gas / Engine Oil. Reference your owners manual that came with your Motor. Keep in mind that weight distribution can effect the performance of the motor as well as weather.
