Why doesn't everyone answer the census the first time?

Some don't answer the census due to being paranoid that the government will take some adverse reaction to the answers provided. Completely silly, and uncalled for. Most don't realize that it's basically a blind survey to provide them information for distribution of funds.

Many people do not want the government to invade in their personal lives. This is due to, sometimes well-founded, mistrust of the government and a general belief in the government's inability to properly care for them. They may also believe that government is too corrupt to provide care for anyone.
