Why does the government make you sign everything in black ballpoint pen?

What happens if you sign it in blue?

Most likely nothing would happen if you sign in blue. Black ballpoint is chosen for it's legibility after a document has been copied using a copy machine. And ballpoint is the preferrence because it's less likely to smudge.

I work for a government and I sign most things in blue. It shows up better on black inked paper.
