You should check all of the cables attached to your monitor, and make sure none of them are damaged or if anyone of them are properly connected.

First check that it is switched on and the plugs are connected well. If the monitor can be fed from different input sources, check that the right one is selected.

The cable from your monitor to your tower is most likely loose or you have plugged it into a secondary monitor port in your graphics card that your computer doesn't boot up on boot up (for multi monitor setups or computers with multi monitor inputs). Make sure your monitor is plugged in the right port and try again.

The monitor might not be connected properly. Check the VGA cable. Try to boot the computer in safe mode. If the monitor work, it might be a driver related issue.

Most common problem is that the Blue connector that goes into the PC case is not plugged correctly. Or maybe the Mother board is not sending a signal.
