In general, goldfish are peaceful and easy going. Every once in a while you will encounter one, that does not fit the norm. It could be two males competing, which would be most likely, or they might be overcrowded. If it continues, you will have to separate them.

It could be a male goldfish that is in mating season and is trying to get a female's attention. Watch the fish for excessive nipping to all/any fish. This could be a sign being overly aggressive. You would then have to separate it to protect the others.

The most common reason on goldfish will attack another is that the one being attacked is sick. It is nature's way of limiting diseases from spreading to other fish.
