The noise you are hearing is most likely a worn front wheel bearing. When you are braking or steering you are putting a side load on the bearing and it may cause the bearing to scrape on the race.
There may be possibly something wrong with your transmission on your Dodge 4 wheel drive vehicle. I would look at that first and then have an auto mechanic take a look to see if there are any other problems.
This is due to the weather conditions especially if you live in a place with rain or snow this causes the grinding noise while applying brakes and taking a turn.
