Why does a cat suck on things?

If it is while kneading, it is probably because he got used to doing that as a kitten while suckling. Adult cats will do this sometimes if they feel safe.

If your cat is real young it could have new teeth coming in and be teething. What I would do is by something chewey weather it be a toy or snacks that it could chew on. Goto Petco or somewhere like that they should have something there that can help you.

Depending on how old your cat is, some have a tendency no matter how old they are to kneed. All cats kneed when feeding some just continue after wheened.
