Because phone systems are different in other countries and they have to make the emergency numbers conform to those requirements. Because of this, if you are planning on going to visit another country, it is a good idea to look up what the local emergency numbers are and keep them someplace in case you need them.

Different countries have diddefent emergency numbers only the it can be activate. People keep buying phones from differnt countries and use them. If he buy in Japan and calls form America how will it work. so differnt countries should have different emergency numbers.
