It is believed that Shakespeare based Hamlet on the legend of Amleth. This story was preserved by 13th century chronicler Saxo Grammaticus and later retold by 16th century scholar Francois de Belleforest. Basically, Shakespeare retold an existing story.

Shakespeare's main goal in writing 'Hamlet' was undoubtedly just to create a successful play. At that he succeeded. As far as I know, England in Shakespeare's time didn't have any political situation like the one depicted in 'Hamlet'.

Shakespeare was a professional playwright and he wrote Hamlet and all of his plays for the same reason: to make money. What he might or might not have been trying to express or imply doesn't really enter into his fundamental reason for writing. It was his trade.
