Why can't I download iTunes?

That's a too generic question. It could be literally hundreds of problems. You're not saying what system are you using, where are you trying to download it from and what is the error message (if any) that you get. I suggest you to contact the official Apple customer service and provide all the details.

iTunes is a pay per song site. n order to download songs, you have to be a member and pay for the songs that you download.

Your account may be flagged as unpaid, in violation of RIAA sharing rules, or in violation of the iTunes agreement. Contact support to find out why they are not allowing you to download.
