If they do this close to feeding time, you need to make sure each fish gets to eat. Some may not be getting enough food as the other fish may be eating too much. Another reason could be that they really aren't fighting, they are mating. If one if being chased and "nipped" at, this is what they are doing.

Many animals compete to show dominance. These goldfish are fighting to try and be the dominant one in the tank. So, the only way these goldfish will be dominant and ruler of the tank is to fight. Another possibility is that the fish are 2 of the same gender in this case they are competing.

They could just be playing much like siblings do poke at each other to annoy each other when they are bored. They may need some objects to entertain them and keep them busy. Or another reason could be they are mating. Goldfish often look like they are attacking each other when they are mating.

Normally they don't fight each other. Feeding less is a cause of fishes fighting each other. Try feeding little more quantity of fish foo than normally does.

they do this for a reason: your aquarium is too small for the fish, get bigger one i. e. a 30cm (12inch) wide is enough for up to 3 fishes
