The Cleveland Browns had the first selection in the 99 draft. They chose Tim Couch, a quarterback out of the University of Kentucky. While in college, Couch was a standout player and was a finalist for the Heisman Trophy. While there were high hopes for Couch, he is considered one of the biggest draft busts ever.

The first pick in the 1999 NFL Draft was QB Tim Couch, who was chosen by the Cleveland Browns out of the University of Kentucky. Couch went on to have a mediocre NFL career and is currently out of the league, having last played a down in a regular season NFL game in 2003.
