The brand "Kilz" makes a good primer for this. It will kill off any mold and prevent more from growing, it also acts as a water proofer and primer, protecting you paint further.
I do! I'm not in business at the moment but for years I made the best interior cement sealer paint. As far as I've seen, there hasn't been anything on the market to even come close.
