I don't think that there is one particular designer that is the best but my own personal favorite is Guess, although that can get pretty pricey so when I need cheap I go to kohls.
Stella McCartney is the best spring designer! The quality of her clothing is superb, and the breezy yet sophisticated aspect of her garments lend them a genuine "spring" feel.
