The phrase means someone is extraordinary, special and/or wonderful. Therefore, it can be considered a compliment because the objective of the compliment is too good to be true.

This expression goes back to 1920's and means that something or somebody is very special. A person who would think about himself or herself as cat's meow might be considered to be too found of himself/herself.
