The Garbage Pail Kids trading card series was created for the Topps trading card company by Art Spiegelman, a Pulitzer Prize-winning comic artist known for being part of the underground comics movement. Mark Newgarden also developed the first series of Garbage Pail Kids. In addition to working for Topps, Spiegelman and his wife edited the magazine RAW.

The person who created the Garbage Pail Kids was a man named Art Spiegelman. He worked at Topps Trading Card company. He was inspired by the success of two of his other projects and wanted to parody Cabbage Patch Kids.
