FDR made the decision in 1939. He was under pressure from retailers to change the date so that there would be a longer gap between Thanksgiving and Christmas. Previously, the date had been set as the last Thursday of November by President Lincoln and presidents after him continued his tradition of making a Thanksgiving Proclamation.
