The TPS is the "Throttle Position Sensor". The exact location depends on the year Neon you have. The TPS is typically located on the throttle body in most vehicles. The throttle body should be attached to the intake manifold and there should be a throttle cable connected to it from the gas pedal. Look into buying a Haynes manual.

The throttle position sensor will be located at the opening of the intake manifold. Follow the throttle cable from the firewall and it should. It should be bolted to the side of the intake butterfly housing. It should have slots to allow for fine tuning. It will have a connector.

It will be located bolte to the opening of your intake. Either follow the throttle cable to the sensor or the intake tube.

Open up that Neon nice and wide, grab its intake manifold, follow it to the right near a black pipe, and focus on the lower of the two connectors.
