The Tipton Hotel is actually a fictional hotel from the television series The Suite Life of Zach and Cody which I'm assuming your book is based off of. In the television series, the hotel was in Boston, MA.
Hard to say. There's a Tipton Hotel in London, Boston, and Texas (and I'm sure other cities as well.) If you're reading a novel, it's probaby safe to say the writer just made it up.
