This all depends on the status of the mother. Before the mother is able to apply for any benefits the city or state will check to make sure if she can be insured under a spouse or a parent. Sometimes they will insure the child alone. However if she falls below the povertl level she can apply for Medicaid

Most areas have some type of federally funded centers that either have no charge or charged based on your ability to pay. Generally, there is no "free" insurance in the US. Most free coverage is in outside countries.

If you have no or low income you can apply for your state Medicaid for your children. In most cases the mother is approved as long as the children are eligible.

Check with your local welfare or foodstamp office. Most states offer free insurance plans for low income families and single mothers. You may have to pay a couple of dollars for a co-pay, but it is really cheap.
