There are several at Amazon. I looked at one called CK Products Pantastic Plastic Cake Pan (it's a good idea to away from aluminum). It's less than $10, and on the site it says instructions are included. There are others as well, like some candy sea creatures molds, you can try a search.

You may try stores such as Walmart and Hobby Lobby or do an online search using keywords fish mold pan. Tutorials on how to finish it abound online as well.
