In high school football, does the clock start on the snap, or at another time?

After a dead ball situation during a drive, the clock does start on the snap. On a kickoff, the clock starts when a player receives or touches the ball.

For plays from scrimmage, the clock starts at the snap if the ball was previously dead. The clock continues to run until the ball is dead (turnover, incomplete pass, or out of bounds). On a kickoff, the clock starts once the kick returner has possession of the ball.

The clock does NOT start on a kickoff when the returner 'has possession of the ball.' The clock starts when the receiving team touches the ball; they do not have to have possession.  add a comment

Every state has different rules for timing. In most states, however, it depends upon the previous play. If the clock was stopped on the last play, it usually re-starts at the snap. It might also start when the referee signals the ball ready for play; it just varies.
