You can breed your dog once they are at least a year or two old at the youngest, checked for being healthy by a vet, and in heat.

Wait until a female has been in season at least twice. Breeding a female any sooner is not healthy for her or the pups. She needs to mature properly first. A male, as you can imagine, is pretty much ready to go whenever.

If it's a male mate him when the female is in heat. If it's a female wait until she's at least a year, ideally 2 years.

The best time to mate a female Jack Russel is usually between 7-10 days into her heat cycle. Of course, that is just the physical timing of breeding. The responsibility of any person who mates their dog is that the individuals being mated are of superior quality, have the appropriate health tests and clearances, and have good temperaments.
