Wait until a female has been in season at least twice. Breeding a female any sooner is not healthy for her or the pups. She needs to mature properly first. A male, as you can imagine, is pretty much ready to go whenever.

If it's a male mate him when the female is in heat. If it's a female wait until she's at least a year, ideally 2 years.

The responsibility of any person who mates their dog is that the individuals being mated are of superior quality, have the appropriate health tests and clearances, and have good temperaments.
