It is not advisable to fertilize a new lawn within the first 6 weeks. After this period a very light fertilization regime can be started.

You can fertilize a new lawn in the spring after planted, or later in the fall before it becomes snow covered.

you can fertilize any time. at the beginning of growing season would probably be best. that way you don't lose all of the fertilizer you put down.
