The soil type is the most important factor in making this decision. If your soil contains a lot of clay, aerate twice a year. If your soil contains a lot of sand, aerate once a year. Also, the best time to aerate is prior to fertilizing or reseeding your lawn.

Early in the spring is the best time to aerate, and to have a good job done I would hire the same done. The best time to reseed and fertilize your lawn is in the fall.

Depends on soil and grass type: clay soil- spring and fall. Sandy soil- spring. Warm season grasses - late spring to early summer. Cool season grasses - late summer or early fall.
