There was no rate hike in 2010. While there is no official word from the USPS, it would be wise to expect a hike in 2011.

The head of USPS has gone before Congress earlier this year asking for an "exigent" (higher than normal) rate increase and an end to Saturday mail delivery. Any rate increase would likely go into effect in early 2011.
