You will first turn off the fuel line and you will want to clean it with a special cleaner for carburators. These can be found at places such as Fleet Farm or your local hardware store. Make sure to protect yourself as well when you are cleaning the carburator. Good luck!

Take off the air filter and spray some carburetor cleaner all around the inside and outside of the carb - be sure to run the mower for a few minutes after you're done.

Well the best way is to probably purchase an anti-clogger from home depot that is designed specifically for the carburater. You should not use anything else but that liquid available there.

Turn off the fuel line first. Then unscrew the nut and remove the carburator. Spray the inside with carburator cleaner and wipe out all debree and grime. Put the carburator back on the lawn mower and turn the fuel line back on. Prime the lawnmower's gasline and attempt to start the mower.
