Sailor Moon is a pretty love story-focused manga, with some action. It doesn't jerk the reader around the same way manga like Ranma 1/2 do.

I'm personally fond of the Wallflower. But it's kind of an odd and twisted sort of love story. Fushugi Yuugi is good but rather sad.

One that comes to my mind is Shojou Kakemi Utena (Revolutionary Girl Utena). If you are not uncomfortable with yuri relationships it is a fascinating exploration of love, relationships, and traditional gender roles. It is also an anime and an anime movie. Many people prefer the anime to the manga.
