There is a condition called Raynaud's phenomenon. Poor circulation makes your fingers and toes turn colors when it is cold. It can also make you more prone to frostbite than the average person. It is not generally dangerous and your doctor can make a definitive identification after hearing your symptoms.

Your fingertips might turn blue and go numb if you have cut off circulation to them from the rest of your hand.
