It is usally not the water changes, but a change in the weather. When the weather warms, everyone is ready to fertilize their gardens and farms. The fertilizer is dissolved in the water and moves into the water table. This will spike the nitrate level.

When there is a large amount of sodium potassium is added to the water, the water is filtered and the water will then cause a nitrite spike which make a milky substance.
