Traditionally a 6x9 enveloped is reserved for full size papers that cannot be folded. It also is used for large stacks of full sized paper. If it's a 6X9 bubble envelope it is usually used to mail small paperback books, CDs, DVDs, or anything else that is small and needs to be cushioned in the bubble wrap.

A 6 x 9 sized envelope is referred to as a business envelope. It will fit 8.5 x 11 sized computer paper, folded into thirds. It can comfortably fit six sheets of paper.
