Sears used to sell those kits before but I think they are no longer to available. Also you can just go on ebay as well and then get those kits online.

Toys R Us sells some different kinds of Moon Sand kits, and they also sell the refill kits. They sell a really nice kit called the Moon Sand Demolition kit.
