You should first check the choke and make sure that it is not sticking. If it is stuck you can use some penetrating oil to loosen it. You need to check to see if you have access gas in the choke and if you do wipe the gas off and let set for a couple of hours.

You can wipe the gas out with a towel and then let it sit for a couple hours until it evaporates and then try to get it started again. It is just a time issue when it is overchoked.

Either have the choke adjusted or replace the needed parts so it works corectly. choking is starving the engine for fuel making it lack power. its needs to be fixed for emisssions propuses

If it is over choked checked to make sure that it isn't sticking. If it is stuck used some penetrating oil and free it. If it isn't check the wiring or linkage to make sure the are working correctly. You may just want to replace the choke all together.
