First, make sure it has fuel. Second, check to ensure the battery connections are not corroded. Third, check the spark plug - a fouled plug will prevent starting. Also, if your model has a fuel filter, make sure it is not plugged. These are common problem points.

Perform all routine maintenance, check the carburetor, do an oil change, and put in some fuel stabilizer. Make sure you choke the engine.

First, ensure this problem is not caused by "operator error." Double check to make sure the parking brake is set, the lawnmower is in neutral, the blades are disengaged, and you are sitting firmly and comfortable on the seat. If it still won't start, check the battery and then the spark plugs.
