This is a fairly loaded question, as with all trees, plants and botanical items in general, there are many different species which should be considered. With any plant "ailment" there are many symptoms which can be considered. You should research your plant types, this could be one thing or another.

Rose trees are pretty easy to grow. If its a full grown plant make sure it gets plenty of sun and water, when it blooms and after the blooms die cut them off so the plant can produce new ones. You need to keep it pruned by cutting dying leaves and cutting leaves off of branches that are overfilled.
